the opportunity might be taken to attempt
to secure "national" customs treatment for
Chinese goods consigned via Hong Kong to
non-treaty ports. Such treatment in respect
of goods shipped from and to treaty ports
via Hong Kong already figures in the 1930
draft.
It is probably desirable that
the initial steps should be taken locally,
perhaps in the form of discussions between
the Inspector-General of Customs or some
representative of the Nanking Finance
Ministry and the Hong Kong Government or
His Majesty's Embassy in Nanking. The
topic might be linked to the tentative
informal conversations which have already
taken place in Canton and elsewhere. The
greatest care should be taken to ensure
that there is no lack of co-operation
between His Majesty's Embassy and the
Hong Kong Government such as occasionally
occurred during both the Commercial Treaty
and the Hong Kong-China Customs negotiations
